Circular 15/2015/TT-BNNPTNT stipulates the general responsibilities of the sub-departments affiliated to the Ministry of Agriculture and Rural Development of Vietnam as follows:

Advise and assist the Director of the Department of Agriculture and Rural Development in submitting to competent authorities for promulgation legislative documents, plans, programs, projects, technical regulations, and technical-economic norms;
Implement legislative documents, plans, programs, projects, standards, technical regulations, and technical-economic norms that have been approved. Disseminate, propagate, and popularize the law in areas within their assigned management scope.
Submit to the Director of the Department of Agriculture and Rural Development for issuance or approval of legislative documents within the specialized fields managed by the Sub-department.

In addition to the general responsibilities mentioned above, the sub-departments affiliated to the Department of Agriculture and Rural Development in Vietnam also have important responsibilities in each specialized field under their management, specifically stipulated from Article 1 to Article 7 of Circular 15/2015/TT-BNNPTNT.
