Circular 14: How to Identify the Communal Police Certificate

This content is regulated in Circular 14/2014/TT-BCA issued by the Minister of Public Security, amending Clause 2, Article 17 of Circular 12/2010/TT-BCA, which specifically stipulates the implementation of certain provisions of the Ordinance on Commune Police and Decree 73/2009/ND-CP.

The shape, size, and content of the Commune Police Certificate were amended by Circular 14/2014/TT-BCA as follows:

Sample Commune Police Certificate:

- Shape and size: Rectangular, length 82mm, width 50mm (measured on the back yellow background);- Front side: Brown background, light yellow letters, at the top is the National Emblem and motto, below is the line "COMMUNE POLICE CERTIFICATE";- Back side: Light yellow background, with the pattern of the Police emblem and the word "COMMUNE POLICE" engraved in the middle section for the personal information. On the left, from top to bottom: The line "PROVINCIAL (CITY) POLICE...", "DISTRICT (TOWN, CITY) POLICE..."; photo (color photo in portrait style, size 2cm x 3cm, wearing winter-spring uniform, where winter-spring uniforms are not provided, wearing spring-summer uniform; soft cap with the Police emblem for the commune police force); embossed small seal stamped over 1/4 of the bottom right corner of the photo; certificate number. On the right, from top to bottom: The line "COMMUNE POLICE CERTIFICATE"; full name, year of birth, title of the person being certified; Commune Police, validity of the certificate; date of issue; title of the person issuing the certificate, signature and seal. The line "COMMUNE POLICE CERTIFICATE" in red, the remaining letters and numbers in black.

- The seal stamped over 1/4 of the bottom right corner of the photo is the embossed small seal of the Provincial/City Police under the Central Government; the seal stamped over the signature of the person issuing the Commune Police Certificate is the wet small seal of the District Police.

- The Commune Police Certificate is made of hard paper material; it is valid for 05 years.
