Circular 133/2017/TT-BTC was promulgated on December 15, 2017. This Circular stipulates electronic transactions in the professional operations of the State Treasury of Vietnam, with particular attention to the content regarding information security in e-transactions. To be specific:
The sending, transmitting, receiving, exchanging, and storing of information about electronic transactions in the operations of the State Treasury of Vietnam must be secured in accordance with legal regulations.
The trading units, information-providing units, and other organizations participating in electronic transactions with State Treasury of Vietnam are responsible for ensuring the safety, security, accuracy, and integrity of electronic data within their scope of duties and cooperating with State Treasury of Vietnam to implement the necessary technical measures to ensure the security and safety in electronic transactions with State Treasury.
During the process of participating in online public services, the trading units, information-providing units, and other organizations must keep the login information for the State Treasury's public service information page confidential, specifically:
- Change the initial password within 01 working day from the date of receiving the notification of account and password for logging into the State Treasury's public service information page; periodically change the password (maximum not exceeding 03 months) to ensure the safety and security of data on the system;
- Do not disclose the login password for the State Treasury's public service information page to unauthorized individuals;
- Change the password or lock the login account and immediately notify the support department for handling if any risk to the safety of the login account for the State Treasury's public service information page is detected.
