Circular 11: Regulations on officials managing youth volunteers in Vietnam

Recently, the Ministry of Home Affairs has issued Circular 11/2011/TT-BNV providing guidance on Decree 12/2011/ND-CP regarding organization and policies for the youth volunteers in Vietnam.

Circular 11: Regulations on officials managing youth volunteers in Vietnam (Internet image)

Article 10 of Circular 11/2011/TT-BNV stipulates regulations regarding officials managing youth volunteers in Vietnam as follows:

- Officials managing youth volunteers are leadership, management positions, or those performing specialized, technical work within the youth volunteer units, including: officials and public employees, officers, professional soldiers, and defense workers within the armed forces who are assigned, seconded to work and tasked with management or specialized technical work within the youth volunteer organization as decided by competent authorities.

- Youth volunteer members who meet the following conditions and standards: Adhere well to the policies and guidelines of the Communist Party, the policies and laws of the State; possess good moral qualities; have good health; have leadership, management, and task implementation capabilities; show responsibility in their work; have experience in organizing youth volunteer activities; excellently complete tasks as confirmed by the competent authority that established the youth volunteer organization; have expertise suitable for the assigned tasks, may be considered, selected, and appointed by the competent authorities to serve as officials managing youth volunteers during the execution of youth volunteer organization tasks.

- The tasks and authorities of officials managing youth volunteers at various levels are specifically defined by the establishment-deciding agency within the organization's operational regulations.

Note: The arrangement, assignment of work, rank transfer, rank promotion, appointment, dismissal, re-appointment, promotion, rotation, secondment, commendation, and discipline of officials managing youth volunteers will be carried out in accordance with the provisions of the Law on Cadres and Officials and the Law on Public Employees.

More details can be found in Circular 11/2011/TT-BNV, which comes into effect in Vietnam from November 01, 2011.
