On May 30, 2014, the Ministry of Science and Technology issued Circular 11/2014/TT-BKHCN regulating the evaluation and acceptance of results of national-level science and technology tasks funded by the state budget.

Circular 11/2014/TT-BKHCN stipulates the handling of the results of assessment and acceptance of National-Level science and technology tasks in Vietnam as follows:
Tasks shall be settled and liquidated after the products of the tasks and the assets procured with state budget have been inventoried and handed over in accordance with current regulations in Vietnam.
For tasks rated as "Not Achieved," the task management unit shall be responsible for taking the lead and cooperating with relevant units to determine the amount of funds to be returned to the state budget in accordance with current regulations.
The publication and utilization of the task results shall be carried out in accordance with current regulations.
The organization in charge and the task leader with results rated as "Not Achieved" or failing to submit the dossier requesting assessment and acceptance of the tasks to the management unit within the stipulated time shall be restricted from applying for direct assignment or selection of national-level tasks as prescribed in the Circular on selection and direct assignment of organizations and individuals to perform national-level science and technology tasks funded by the state budget.
