Circular 11/2023/TT-BNV: Increase in monthly allowance for elderly retired commune-level officials in Vietnam

On August 1, 2023, the Minister of Home Affairs of VIetnam issued Circular 11/2023/TT-BNV guiding the adjustment of monthly allowances for elderly retired commune, ward, and commune-level town officials.
From July 1, 2023, after adjusting the monthly allowance for elderly retired commune officials as per regulations, if the allowance is less than VND 3,000,000/month, it will be increased as follows:
- An additional VND 300,000/person/month for those receiving a monthly allowance below VND 2,700,000/person/month;
- Increased to VND 3,000,000/person/month for those receiving a monthly allowance from VND 2,700,000/person/month to less than VND 3,000,000/person/month.
The subjects of application in this Circular 11/2023/TT-BNV are elderly retired commune, ward, and commune-level town officials who are receiving monthly allowances according to Decision 130-CP dated June 20, 1975, by the Government of Vietnam, supplementing policies for commune officials and Decision 111-HDBT dated October 13, 1981, by the Council of Ministers regarding the amendment and supplementation of certain policies for commune and ward officials (hereinafter referred to as elderly retired commune officials).
Circular 11/2023/TT-BNV takes effect from September 15, 2023.
The regime regulated in Circular 11/2023/TT-BNV has been implemented since July 1, 2023.
At the same time, Circular 11/2023/TT-BNV replaces Circular 02/2022/TT-BNV dated January 29, 2022, by the Minister of Home Affairs guiding the adjustment of monthly allowances from January 1, 2022, for retired commune, ward, and commune-level town officials according to Decision 130-CP dated June 20, 1975, by the Government of Vietnam, and Decision 111-HDBT dated October 13, 1981, by the Council of Ministers.
