Circular 10: Duties and powers of overseas Vietnamese cultural centers

Recently, the Ministry of Culture, Sports, and Tourism of Vietnam issued Circular 10/2011/TT-BVHTTDL regulating the organization and operation of overseas Vietnamese cultural centers.

In Article 6 of Circular 10/2011/TT-BVHTTDL, the duties and powers of overseas Vietnamese cultural centers include:

1. Submit the long-term and annual operation and development plans of the Center to the Minister of Culture, Sports, and Tourism: promulgate or submit to competent authorities the promulgation of mechanisms and preferential policies to support cultural and social establishments of the overseas Vietnamese community in accordance with different stages and periods and diplomatic milestones between Vietnam and the host country, and major national anniversaries.

2. Organize culture, arts, education, science-technology, tourism promotion, cuisine, sports, traditional medicine activities, and other cultural activities that need promoting in the host country;

- Introduce about Vietnam in the past and present across various fields of social life;

- Research cultural, sports, and tourism exchanges between Vietnam and the host country;

- Teach Vietnamese language and cultural arts to maintain Vietnamese and traditional Vietnamese arts within the Vietnamese community in the host country;

- Organize cultural and art programs in the host country with participation from domestic units and the overseas Vietnamese community;

- Organize tours and cultural exploration activities for Vietnamese research delegations in the host country;

- Organize seminars, discussions, exchanges, and talks on culture, arts, tourism, economy, and social sciences of Vietnam and other countries;

- Inform and propagate about cultural, familial, sports, and tourism activities when Vietnam participates, to the overseas Vietnamese community.

3. Propose, organize, and implement investment, construction, renovation, and repair of infrastructure as assigned by competent authorities based on the current regulations of the Vietnamese State on investment, basic construction, and relevant regulations of the host country, in accordance with international treaties and agreements between the Socialist Republic of Vietnam and the host country.

4. Research the experience of organizing activities of foreign cultural establishments in the host country.

5. Coordinate with relevant agencies to perform the tasks of aggregating and evaluating the experience in cultural construction and development, and external cultural information work in the host country and neighboring countries.

6. Coordinate with the various levels of the host country’s government in studying the cultural and information needs of the host country and neighboring countries.

7. Manage organizational structure and staffed personnel; implement salary, bonus, and other policies for the Center’s officials and public employees according to the law.

8. Recommend appropriate forms of commendation for foreign organizations and individuals, as well as overseas Vietnamese with outstanding achievements in the Center’s operation.

9. Manage and use the technical infrastructure, finance, and assets of the Center in accordance with State regulations.

10. Comply with Vietnamese law, the law of the host country, international treaties, and related international agreements on the organization and operation of the Center.

11. Report policies to the Minister of Culture, Sports, and Tourism, and other competent state agencies as required by law.

12. Perform other duties and powers as assigned by the Minister of Culture, Sports, and Tourism or as prescribed by law.
