Circular 10: 03 Principles of Examination and Promotion Review in the Cultural Sector

This is an important content mentioned in Circular 10/2019/TT-BVHTTDL issued by the Ministry of Culture, Sports and Tourism, stipulating the standards, conditions, content, and form of examination or consideration for promotion of professional titles for public employees in the specialized fields of libraries, cultural heritage, grassroots culture, performing arts, cinema, and fine arts.

According to the provisions at Article 2 of Circular 10/2019/TT-BVHTTDL, public employees in the cultural sector participating in exams or considering promotion in professional titles must fully meet the following 03 principles:

- The nomination of public employees in the cultural sector to participate in exams or consideration for promotion in professional titles must be based on job positions, the structure of public employees according to professional titles approved by the competent authority, the number of public employees corresponding to the professional titles lacking as required by the job position, and the needs of the public service provider.

- Ensure equality, transparency, objectivity, and conformity with the law.

- Must meet the standards and conditions for registration for exams or consideration for promotion according to the provisions of Article 3 of Circular 10, which include the following conditions:

+ Holding a professional title at the rank immediately below the registered professional title for the exam or promotion consideration.

+ Evaluated and classified by the competent authority as having completed tasks well or better in 01 (one) year of work immediately preceding the year of application submission; having good professional ethics and conduct; not during the period of disciplinary action or under consideration for disciplinary action by the competent agency or unit.

+ Meeting the standards of the professional title for the exam or promotion consideration suitable with the cultural sector.
