Recently, the Ministry of Culture, Sports, and Tourism has issued Circular 09/2014/TT-BVHTTDL stipulating the work on protecting state secrets in the fields of culture, sports, and tourism in Vietnam.

Circular 09/2014/TT-BVHTTDL stipulates the transport and Delivery of documents and items containing state secrets in the Culture, Sports, and Tourism Sector in Vietnam. To be specific:
1. The transportation and receipt of state secret documents and items domestically are carried out by secret-keeping officers or separate liaison officers of the agency or organization. If transported and received by postal means, it must comply with the postal industry's specific regulations.
2. The transportation and receipt of state secret documents and items between domestic agencies and organizations and Vietnamese state agencies and organizations abroad are carried out by diplomatic liaison forces.
3. All cases of transporting and receiving state secret documents and items through liaison units must be done in a sealed and confidential manner.
4. The handover and receipt of state secret documents and items in all cases must be logged, signed between the handing-over party and the receiving party directly at the office, ensuring safety according to the regulations of the head of the agency or unit possessing the state secret documents and items.
5. When transporting state secret documents and items, sufficient storage means and protective forces must be available to ensure safety during transportation.
6. Sending state secret documents and items
State secret documents and items sent must not be included in the same envelope as ordinary documents. The envelope must be made of high-quality paper, with low water absorption, firm, difficult to peel, and opaque. The envelope must be securely sealed. State secret documents and items must be sent using double envelopes; the outer envelope must clearly indicate the number, symbol of the document or item, the recipient's name, sealed with a confidentiality mark, and must not bear the words or seals of "Confidential," "Top Secret," or "Secret." If the document or secret item is sent directly to the person responsible for handling it, the envelope must be stamped "For the named person only."
