The Minister of Justice issues Circular 08/2019/TT-BTP stipulating the measures to implement the state management function on state compensation work.

Circular 08/2019/TT-BTP issued with 05 Forms on state compensation work, specifically:
- Form list of cases for resolving compensation claims as stipulated in Article 10 of this Circular (Form No. 01);- Form for reporting the implementation of state compensation work as stipulated in Article 24 of this Circular (Form No. 02);- Summary form on the situation of compensation claims, resolution of compensation, and payment of compensation money as stipulated in Article 24 of this Circular (Form No. 03);- Form on the implementation situation of the reimbursement responsibilities as stipulated in Article 24 of this Circular (Form No. 04);- Docket for compensation claim dossiers (Form No. 05).
In addition, the Circular clearly states that annually, as stipulated in point d clause 3 Article 73, clause 5 Article 74, and clause 5 Article 75 of the Law on State Compensation Liability, the provincial People's Committees, the Supreme People's Court, Supreme People's Procuracy and Ministries report on the implementation of state compensation work.
The Ministry of Justice, provincial People's Committees, the Supreme People's Court, Supreme People's Procuracy, Ministries, and agencies directly managing public officials causing damage are the agencies for resolving compensation and agencies, organizations, individuals related to the implementation of Circular 08/2019/TT-BTP. If necessary, to respond to agencies, organizations, individuals regarding matters related to State compensation liability, the Ministry of Justice will cooperate with the Supreme People's Court, Supreme People's Procuracy, or Ministries for unified information before issuing written responses to those agencies, organizations, individuals.
