Circular 07: Responsibilities for the management of hydrometeorological information and data in Vietnam (Illustrative image)

In Article 6 of Circular 07/2016/TT-BTNMT, the responsibilities of the National Center for Hydro-Meteorological Forecasting under the Ministry of Natural Resources and Environment of Vietnam, and other Ministries and central authorities in managing national hydrometeorological information and data are specified as follows:

1. Responsibilities of the National Center for Hydro-Meteorological Forecasting under the Ministry of Natural Resources and Environment of Vietnam

- Collect hydrometeorological information and data according to the provisions of the Circular;

- Collect hydrometeorological information and data provided by Ministries, ministerial-level agencies, agencies under the Government of Vietnam (hereinafter referred to as Ministries and central authorities), and Provincial People's Committees according to regulations;

- Store, preserve, and provide hydrometeorological information and data according to regulations;

- Guide and inspect the submission, collection of hydrometeorological information and data as specified in this Circular; prepare reports on the collection, storage, and preservation of hydrometeorological information and data provided by Ministries, central authorities, local authorities, organizations, and individuals to serve the development of the national hydrometeorological database;

- Annually review and report to the Ministry of Natural Resources and Environment of Vietnam on the collection, storage, preservation, and provision of hydrometeorological information and data.

2. Responsibilities of Ministries and central authorities

- Collect hydrometeorological information and data;

- Organize the storage, preservation, use, and provision of hydrometeorological information and data for the national hydrometeorological database;

- Annually send reports on the collection, storage, preservation, and provision of hydrometeorological information and data to the Ministry of Natural Resources and Environment of Vietnam (through the Department of Meteorology, Hydrology and Climate Change);

- Guide and inspect the implementation of the contents according to the above regulations;

- Notify the Ministry of Natural Resources and Environment of Vietnam of the focal point for managing hydrometeorological information and data for coordination in implementation.

3. Responsibilities of the Department of Natural Resources and Environment assisting the Provincial People's Committee

- Collect hydrometeorological information and data according to regulations;

- Organize the storage, preservation, use, and provision of hydrometeorological information and data for the national hydrometeorological database;

- Annually send reports on the collection, storage, preservation, and provision of hydrometeorological information and data to the Ministry of Natural Resources and Environment of Vietnam (through the Department of Meteorology, Hydrology and Climate Change);

- Guide and inspect the implementation of the contents according to the above regulations.
