This is an important content mentioned in Circular 04/2014/TT-BGDDT issued by the Ministry of Education and Training, promulgating regulations on the Management of Life Skills Education Activities and Extracurricular Education Activities.
To be specific, the responsibilities of units participating in organizing life skills education activities and extracurricular educational activities are stipulated in Article 15 of Circular 04/2014/TT-BGDDT as follows:
- Strictly implement this Regulation and other related regulations. If temporarily suspending or terminating activities, it is necessary to report to the licensing agency 10 days in advance and publicly inform learners, while also refunding the amounts collected from learners corresponding to the content and duration that have not been implemented due to the suspension or termination of activities.- Ensure the quality of life skills education and extracurricular educational activities.- When organizing activities, ensure the safety of lives and the legitimate material and spiritual rights of learners and teachers; at the same time, be responsible for ensuring the rights to participate in risk insurance for learners.- Manage and keep records, including: operational licensing records; list of teachers; list of learners; plans, materials; and financial records as per current regulations.- Be subject to inspection and examination by the government, and educational management agencies at all levels; fully report as required by educational management agencies.
