On February 08, 2006, the Ministry of Home Affairs issued Circular 03/2006/TT-BNV guiding the implementation of Decree 35/2005/ND-CP on disciplining officials in Vietnam.

Circular 03/2006/TT-BNV specifically prescribes the procedures for consideration for disciplining officials in Vietnam as follows:
- Officials violating discipline are to be summoned by the Disciplinary Council with a notification sent 7 working days prior to the meeting of the Disciplinary Council.
- In cases where officials violating discipline refuse to write a self-criticism report, acknowledge disciplinary actions, or fail to attend the review session as summoned by the agency, organization, or unit, the head of the agency, organization, or unit shall still organize the meeting to review the violations before the collective agency, organization, or unit.
- For officials who abandon their job without permission and have been summoned by the agency thrice without showing up, the Disciplinary Council shall still convene to consider and recommend disciplinary actions as per regulations.
- In cases where multiple officials within the same unit violate discipline, if the unit has appointed a representative to the Disciplinary Council, the council can consider handling the cases in a single session. The meeting minutes shall be recorded according to the order of review of each violating official.
- When an agency, organization, or unit meets to review the disciplinary violations of officials, they must analyze and specify the violations to educate and assist the violator in recognizing their mistakes and working towards improving and correcting them.
