Circular 03/2020/TT-BLDTBXH: Regime and Policies for Veterans

The Ministry of Labor, Invalids and Social Affairs issued Circular 03/2020/TT-BLDTBXH guiding the implementation of certain policies towards Veterans as stipulated in Decree 157/2016/ND-CP dated November 24, 2016, of the Government of Vietnam, amending and supplementing Decree 150/2006/ND-CP dated December 12, 2006, detailing and guiding the implementation of certain articles of the Ordinance on Veterans.

Circular 03/2020/TT-BLDTBXH stipulates that Veterans are entitled to health insurance benefits, funeral expense policies, and allowances upon ceasing activities in the Veterans Association. To be specific:

1. Health insurance benefit:

The health insurance benefit for Veterans is implemented according to the regulations stipulated in Decree No. 146/2018/ND-CP dated October 17, 2018, of the Government of Vietnam, detailing and guiding the implementation of certain articles of the Law on Health Insurance.

The process of determining, managing, and issuing health insurance cards for Veterans is similar to that for individuals with meritorious services to the revolution as provided in Clause 1, Article 4 of Circular No. 25/2016/TT-BLDTBXH dated July 26, 2016, of the Ministry of Labor, Invalids and Social Affairs, guiding the identification and management of participants in health insurance as specified in Clause 1, Article 1 of the Law Amending and Supplementing Certain Articles of the Law on Health Insurance.

2. Funeral expense benefit:

When a Veteran passes away, if not eligible for funeral expense policies according to the Ordinance on preferential treatment of people with meritorious services to the revolution and the Law on Social Insurance, the person organizing the funeral is entitled to a funeral expense equal to the funeral expense allowance according to the current social insurance legislation.

3. Allowance upon ceasing activities in the Veterans Association:

Veterans receiving pensions, social insurance benefits, or monthly preferential subsidies for people with meritorious services to the revolution, upon ceasing activities in the Veterans Association, are entitled to an allowance, including the following subjects: Veterans elected, appointed, or recruited for work at the Veterans Association from the central to district levels; Veterans who are Presidents of the Commune-level Veterans Association; Veterans who are Vice Presidents of the Commune-level Veterans Association.
