Circular 02: Regulations on the assessment of Performance of Scientific and Technological Tasks in Vietnam

Recently, the Ministry of Science and Technology has issued Circular 02/2015/TT-BKHCN stipulating the evaluation and appraisal of the results of the implementation of science and technology tasks not using state budget funds in Vietnam.

Circular 02: Regulations on the assessment of Performance of Scientific and Technological Tasks in Vietnam

Circular 02/2015/TT-BKHCN specifically regulates the assessment of Performance of science and technology tasks not using state budgets in Vietnam as follows:

1. Content of assessing results of task implementation

- The significance of the task;

- Scientific basis, content, and method of task implementation;

-mScientific value of the task implementation results;

- Impacts and benefits brought to reality when the task implementation results are applied;

- Other contents depending on the specific nature of the task decided by the Council.

2. State agency tasked with assessing the results of task implementation

- Provincial and municipal Departments of Science and Technology (hereinafter referred to as Departments of Science and Technology) shall assess the results of task implementation at the request of organizations headquartered in the province, city or individuals residing in the province, city;

- For those task implementation results that the Department of Science and Technology lacks the necessary conditions to conduct assessments (specialized experts, technical conditions for product assessment), the application file shall be sent to the Ministry of Science and Technology for assessment.

3. Application file for assessing task implementation results

- Request letter for assessing and appraising the task implementation results;- Report on task implementation results according to the prescribed form and related documents (drawings, designs, diagrams, photos of product samples, analysis reports, etc.);

- Other relevant documents (if any) related to the task implementation results (science and technology awards, task implementation contracts, task assignment decisions, etc.).

4. Receiving and processing application files

Method of application file submission: The organization or individual implementing the task shall prepare 01 application file and submit it directly or via postal mail to the Department of Science and Technology.

Processing application files: Within 05 working days from the date of receipt of the application file, the Department of Science and Technology shall carry out the following:

- Review the application file and determine the conditions for organizing the assessment. For cases as prescribed in Clause 2, Article 7 of this Circular, the Department of Science and Technology shall send an official letter (enclosed with the application file) requesting the Ministry of Science and Technology to conduct the assessment and simultaneously notify the requesting organization or individual of the assessment agency;

- Check the validity of the application file as prescribed in Article 8 of this Circular. If the application file lacks the required documents, notify the organization or individual to supplement within 30 working days.

From the date of receipt of the complete and valid application file, the assessment agency shall post information on assessing the task implementation results on its electronic information portal within 10 working days. The posted information includes:

- General information about the task: task name; requesting organization or individual; field of science and technology; expected major impacts of the task results;

- Expected time and place of assessment.

Note: assessment of task implementation results shall be conducted within 45 working days from the date of receipt of the complete and valid application file. In cases where the task implementation results need to be tested, the testing duration is not included in the assessment duration.
