Circular 02: New Regulations on Periodic Reporting Policies in Consular Affairs

On February 14, 2020, the Ministry of Foreign Affairs officially issued Circular 02/2020/TT-BNG guiding the organization and resolution of consular affairs.

To be specific, at Article 17 of Circular 02/2020/TT-BNG, the periodic consular statistical reporting is regulated as follows:

- Twice a year, the Department of Foreign Affairs of Ho Chi Minh City is responsible for sending the Consular Statistical Report (Form No. 10a/2020/NG-LS) and the Report on the Use of Blank Consular Publications (Form No. 12/2020/NG-LS) to the Consular Department to consolidate the consular work situation, the number of documents issued, and consular work carried out by the Department of Foreign Affairs. The Fee Collection Report and Fee Collection Report (according to forms issued by the Ministry of Finance) are sent by the Department of Foreign Affairs of Ho Chi Minh City to the Financial Management Department, with a copy to the Consular Department to monitor the use of blank consular publications.

- Monthly, the representative agencies are responsible for sending the Fee Collection Report and Fee Collection Report according to the forms regulated by the Ministry of Finance to the Consular Department and the Financial Management Department to consolidate the overseas consular work situation, the number of documents issued, and consular fees.

- Twice a year, the representative agencies are responsible for sending the Consular Statistical Report (Form No. 10b/2020/NG-LS) to the Consular Department to consolidate the consular work situation at the representative agency, the number of documents issued, consular work carried out, obstacles, and recommendations (if any).

- Quarterly and annually, the representative agencies send the Report on the Use of Blank Consular Publications (Form No. 12/2020/NG-LS) to the Consular Department.

Note, the statistical baseline dates for the Consular Statistical Report and the Report on the Use of Blank Consular Publications are aligned with the statistical dates (by day) of the Fee Collection Report and Fee Collection Report as guided by the Ministry of Finance, specifically: from the 26th of the last month of the previous quarter to the end of the 25th of the last month of the next quarter (for quarterly reports), from December 21 of the previous year to the end of June 25 of the next year (for the first half-year report) and from December 21 of the previous year to the end of December 20 of the next year (for the annual report).

Reports for twice a year, twice a year, quarterly, and annually must be sent to the Consular Department no later than the 10th of the first month of the next quarter (for quarterly reports), July 10 (for the first half-year report), and January 10 of the following year (for the annual report). If the reporting deadlines fall on a weekly holiday or public holiday as prescribed by law, the periodic reporting deadline is the next working day after the holiday.

For administrative procedures with specific deadlines, times, and report forms stipulated, in addition to the reporting under Circular 02/2020/TT-BNG, the representative agency must report as regulated by that procedure.
