Recently, the Ministry of Science and Technology of Vietnam has issued Circular 02/2015/TT-BKHCN stipulating the evaluation and appraisal of the results of the implementation of science and technology tasks that do not use state budget funds in Vietnam.
Circular 02: Methods, Contents, and Results of the Assessment Council's Work in Vietnam
Article 11 of Circular 02/2015/TT-BKHCN stipulates the methods, contents, and results of the working sessions of the Assessment Council for the assessment of the implementation of science and technology tasks in Vietnam as follows:
1. Methods of work of the Assessment Council:
- The Council works based on democratic principles. Members of the Council openly discuss the tasks assigned for assessment, provide their assessments, and do not disclose the working information of the Council;
- The assessment documents and the assessment Report of the expert group (if any) must be sent to the Council members by the assessment executing agency at least 03 working days before the session
- The Council session must be organized within 15 working days from the date of the Decision to establish the Council and can only proceed if at least 3/4 of the members are present, including the chairman or the authorized vice-chairman; 02 review members (written opinions of absent members are only for reference).
2. Contents of the work of the Council:
- The Council reviews, discusses, and analyzes the contents of the Dossier; examines the products resulting from task implementation; and considers the assessment Report of the expert group (if any);
- The Council members evaluate the task performance results; the Council proceeds to vote on the task performance results; the Secretary of the Council compiles and reports the results;
- The Secretary of the Council drafts the assessment minutes of the Council. The Council discusses to unify each conclusion and approves the minutes.
3. Results of the Council meeting:
The task performance results are qualified for Confirmation Certificate issuance by the Council if at least 3/4 of the members present at the session agree to issue the Confirmation Certificate and the average scores of the Council are as follows:
- The average score of the task reaches above 50 points;- The average score of the product reaches above 25 points.
The task performance results are not qualified for Confirmation Certificate issuance by the Council if they do not meet the conditions mentioned above;
For task performance results that are deemed by the Council during the assessment to potentially affect national interests, defense, security, environment, human life, and health, the assessment executing agency must be reported and recommendations made that the organization or individual must obtain appraisal before application in production and life as stipulated in Chapter III of this Circular.
Note: Within 03 working days after the conclusion of the Council session, the assessment minutes and accompanying materials must be sent to the assessment executing agency.
