Circular 02: Guidance on Coordination for Transfer of Suspected Tuberculosis Cases

Recently, the Minister of Health has agreed to issue Circular 02/2013/TT-NHNN which regulates the coordination between healthcare facilities in the management of tuberculosis.

The medical facilities involved in tuberculosis management are responsible for coordinating the transfer of suspected tuberculosis patients in accordance with the procedures specified in Clause 1, Article 4 of Circular 02/2013/TT-BYT as follows:

- Agencies, organizations, and individuals may participate in the transfer of suspected tuberculosis patients and receive guidance on recognizing signs of suspected tuberculosis.- Upon detecting a suspected tuberculosis patient, the medical facility will refer the patient to specialized tuberculosis facilities or medical facilities registered to participate in tuberculosis diagnosis.- The receiving medical facility is responsible for creating convenient conditions for the patient to be examined, tested, and diagnosed for tuberculosis promptly.

The coordination for the collection and transfer of sputum samples for tuberculosis diagnosis is also guided by Circular 02/2013/TT-BYT as follows:

- Agencies, organizations, and individuals participating in the collection and transport of sputum samples for tuberculosis diagnosis are guided by the Tuberculosis Prevention Program on recognizing signs of suspected tuberculosis, collecting samples, packaging, transporting sputum, and preventing infection.- Medical facilities involved in the collection and transfer of sputum samples shall collect, preserve, and transport sputum samples to medical facilities registered to participate in tuberculosis diagnosis.- The medical facility registered to participate in tuberculosis diagnosis will receive, conduct tests, and provide diagnostic results to the transferring facility.
