Recently, the Minister, Chairman of the Committee for Ethnic Minority Affairs signed and issued Circular 01/2017/TT-UBDT providing detailed regulations on the implementation of Project 2 (Program 135) under the National Target Program for Sustainable Poverty Reduction for the period of 2016-2020.

At Article 14 of Circular 01/2017/TT-UBDT stipulates that the management, utilization and settlement of development investment capital and operating expenses for the implementation of the National Target Program on Sustainable Poverty Reduction in the period 2016-2020 approved by Decision 1722/QD-TTg according to the Law on State Budget; regulations issued by the Ministry of Finance, Provincial People's Committee, and other related regulations.
Annually, the Committee for Ethnic Minority Affairs prepares the estimated management expenses for activities such as inspection, supervision, organizing meetings, conferences, seminars, preliminary and final reviews of the Program's implementation, submits them for approval by the Provincial People's Committee, and includes them in the unit's annual expenditure estimates. The Committee for Ethnic Minority Affairs guides the District Ethnic Affairs Office in preparing the estimated management expenses of the Program similar to the Committee for Ethnic Minority Affairs for submission to the District People's Committee for approval. The Provincial People's Committee and the District People's Committee are responsible for specifically allocating and distributing these funds to the agencies and units directly managing and implementing the Program.
Notably, for localities with projects using Program funds that were under construction before Circular 01/2017/TT-UBDT took effect, they are allowed to use the annual plan funds of the Program to continue implementation.
Additionally, Circular 01/2017/TT-UBDT regulates the inspection, supervision, and evaluation of the Program's implementation according to Circular 39/2016/TT-LDTBXH dated October 25, 2016, of the Ministry of Labor, War Invalids, and Social Affairs guiding the process of inspection, supervision, and evaluation of the implementation of the National Target Program on Sustainable Poverty Reduction for the period 2016-2020.
