The Minister of Foreign Affairs has just promulgated Circular 01/2020/TT-BNG stipulating regulations on the Honorary Consul of the Socialist Republic of Vietnam.

To be specific, the Honorary Consul of the Socialist Republic of Vietnam is appointed by the Minister of Foreign Affairs with a term of 03 (three) years upon the recommendation of the head of the Vietnamese diplomatic mission in the receiving country or the concurrent accreditation country, or upon the recommendation of the Director-General of the Consular Department.
Upon the conclusion of the term, the Honorary Consul may be reappointed by the Minister of Foreign Affairs upon the recommendation of the head of the Vietnamese diplomatic mission in the receiving country or the concurrent accreditation country, or upon the recommendation of the Director-General of the Consular Department.
Circular 01/2020/TT-BNG provides that during their term, the Honorary Consul may engage in personal professional or commercial activities. These activities are unrelated to the functions, duties, and authority of the Honorary Consul. The Honorary Consul is not permitted to use the title of Honorary Consul for their professional or commercial activities.
The Honorary Consul is subject to the direct management and direction of the head of the Vietnamese diplomatic mission in the receiving country or the concurrent accreditation country. In necessary cases, the Minister of Foreign Affairs may authorize the Director-General of the Consular Department to directly manage and direct the activities of the Honorary Consul.
