Circular 01/2010/TT-BGTVT: Responsibilities of the Regional Steering Committee in Vietnam (Illustrative image)

Article 9 of Circular 01/2010/TT-BGTVT stipulates the duties of the Regional Steering Committee as follows:

- Establish a management list of critical structures affected by floods, storms, incidents, and natural disasters; develop a plan to inspect, repair, reinforce, and protect these structures before the flood and storm season; create a plan for procuring materials, reserve equipment for flood and storm prevention, incident and disaster response, and rescue; ensure traffic and deal with the aftermath of floods and storms, submitting to the Steering Committee for flood and storm prevention, incident and disaster response, and rescue of the Vietnam Railways Corporation.

- Develop plans for flood and storm prevention, incident and disaster response, and rescues of the unit, and coordinate with the Steering Committee for flood and storm prevention, and search and rescue of the localities in the region to unify and coordinate actions to deal with the consequences of floods and storms, incident and disaster response, and rescues in cases of floods, storms, incidents, and disasters; unify measures to ensure smooth traffic and the joint effort to deal with the aftermath of flood and storm prevention, incident and disaster response, and rescue in the locality. Inspect, confirm plans and approve measures for flood and storm prevention, incident and disaster response, and rescue of foundational units in the region.

- Urge and monitor the reinforcement and repair of structures, flood and storm prevention projects, incident, and disaster response and evacuation routes according to schedule, design, and preparation of material and reserve equipment; directly inspect critical structures in the region.

- Participate in the appraisal of designs, estimates of material and reserve equipment, reinforcement and repair projects, and restoration and repair works to address damages caused by floods, storms, incidents, and disasters according to regulations.

- Organize and lead rescue and recovery efforts for damages caused by floods, storms, incidents, and disasters within the region. Mobilize forces in the region to implement emergency measures and recovery efforts for damages caused by floods, storms, incidents, and disasters.

- Summarize, disseminate experiences, propose commendations and disciplinary actions for individuals and organizations involved.

- Periodically and surprisingly report on flood and storm prevention, incident and disaster response, and rescue efforts to the Steering Committee for flood and storm prevention, incident and disaster response, and rescue of the Vietnam Railways Corporation.
