Choosing a fuel use monitoring method of international flights in Vietnam

This is a notable content in Circular 22/2020/TT-BGTVT of the Ministry of Transport regulating the management of fuel use and CO2 emissions from aircraft in civil aviation operation, issued on September 28, 2020.

To be specific, Article 5 of Circular 22/2020/TT-BGTVT stipulates the selection of a fuel use monitoring method (which is one of the 05 (five) monitoring methods in Annex 16 Volume 4 of the Chicago International Civil Aviation Convention) for international flights as follows:

- Aircraft operators with annual CO2 emissions greater than 50,000 tons shall select 01 (one) out of 05 (five) methods for monitoring fuel consumption and monitor and record the annual fuel consumption of international flights according to the selected method.

- Aircraft operators with annual CO2 emissions less than 50,000 tons or aircraft with a maximum takeoff weight up to 5,700 kg may use the fuel use monitoring method or use ICAO's CO2 Emissions Reporting and Estimation Tool (hereinafter abbreviated as CERT) to monitor fuel consumption as guided in Annex 16 Volume 4.

- Aircraft operators reaching 50,000 tons of CO2 emissions in 02 (two) consecutive years shall apply the fuel use monitoring method from January 01 of the 03rd (third) year.

- Aircraft operators having decreased CO2 emissions below 50,000 tons in 02 (two) consecutive years may use ICAO's CERT tool from January 01 of the 03rd (third) year.

Additionally, the fuel use monitoring plan for international flights is as follows:

- Aircraft operators with annual CO2 emissions greater than 10,000 tons from aircraft with a maximum takeoff weight greater than 5,700 kg shall develop a fuel use monitoring plan and monitor fuel consumption according to Annex 16 Volume 4.

- Aircraft operators with aircraft having a maximum takeoff weight greater than 5,700 kg, reaching an emission level of 10,000 tons, shall develop a fuel use monitoring plan within 03 (three) months from the start of operating international flights.
