Charter of the Parents' Representative Board

Circular 55/2011/BGDDT prescribes the Charter for the Parents' Representative Board at educational institutions. Of note are the regulations regarding the operating funds of the Parents' Representative Board.

Funding Sources:

- Class-level Parent Representative Committee: The source of funds is derived from voluntary contributions of parents and other legitimate sponsorships.- School-level Parent Representative Committee: The funding is extracted from the funds of the Class-level Parent Representative Committees as recommended by the general meeting of the heads of the Class-level Parent Representative Committees and other legitimate sponsorships.

Principles of Revenue and Expenditure:

- Transparency and democracy.- Expenditures must be reported publicly at the meetings of the Class and School Parent Representative Committees.- No standardized amount for average financial contributions should be set.

Management and Use of Funds:

- The Head of the Class-level Parent Representative Committee shall cooperate with the homeroom teacher to draft the expenditure plan, which can only be used after the entire Class-level Parent Representative Committee reaches an agreement.- The Head of the School-level Parent Representative Committee shall agree with the school principal on the expenditure plan, which can only be used after the entire School-level Parent Representative Committee reaches an agreement.

Prohibited Acts:

- Forcing students or their families to contribute to funds that they do not wish to contribute to;- Collecting funds that do not directly serve the activities of the Parent Representative Committees such as:- Protecting the school’s facilities, ensuring school security;- Supervising students' transportation means;- Classroom and school sanitation;- Rewarding school administrators, teachers, and staff;- Purchasing machinery, equipment, and teaching supplies for the school, classrooms, or for school administrators, teachers, and staff;- Supporting management, teaching organization, and educational activities;- Repairing, upgrading, building new school facilities.
