Characteristics of special issue covers of Vietnamese Postage Stamps (Internet image)

Pursuant to Article 12 of Circular 25/2011/TT-BTTTT, the special issue cover in Vietnam is stipulated as follows:

1. The special issue cover consists of 02 sheets, 04 pages, made of chalk paper, without lines, in A3 size folded into A4 size, with paper weight from 170g/m² or more.

2. The quantity of special issue covers for one special release stamp set at one release location is 04 covers.

3. The content of the special issue cover is designed according to the template specified in Appendix 2 issued with this Circular, specifically including the following contents:

- Sheet 01, page 01 is the front cover of the special issue cover, with the text "Ministry of Information and Communications" printed at the top of the page, the text "special issue cover of the stamp set (name of the stamp set)" in the middle of the page, and the text "name of the location, date, month, and year of the special release ceremony" at the bottom of the page.

Sheet 01, page 02 is left blank; if the stamp set has multiple stamps or blocks, the content specified at item b of this section can also be printed on page 02, sheet 01.

- Sheet 02, page 01, has the text "Ministry of Information and Communications" at the top of the page, the text “Special release of the stamp set (name of the stamp set)” at the top middle of the page, the whole stamp set (including complete stamps) and blocks (if any) are attached in the middle of the page (if the set has only 01 or 02 stamps, 02 or 04 stamps may be attached), the position for signature and seal at the bottom middle of the page, and the text "Name of the location, date, month, and year of the special release ceremony" at the bottom of the page; sheet 02, page 02 is kept blank.

The special issue cover is a publication designed to affix stamps and blocks, serving for special stamping and special release signing.

Concurrently, the special issue cover must be stored according to the following regulations:

The special issue cover is allocated and stored at the following agencies and units:

- Ministry of Information and Communications of Vietnam: 02 special stamps and 01 special issue cover for all places organizing the special release ceremony.

- The unit coordinating the special release ceremony: 01 special issue cover.

- The unit assigned the task of organizing the special release ceremony: 01 special issue cover.

- Postal Museum: 02 special stamps and 01 special issue cover.

Note: The unit assigned the task of organizing the special release ceremony is responsible for recovering and transferring the special stamps and special issue cover to the aforementioned agencies and units.

More details can be found in Circular 25/2011/TT-BTTTT, which comes into force in Vietnam from January 01, 2012.
