The Ministry of Finance recently signed and issued Circular 08/2019/TT-BTC amending and supplementing Circular 43/2017/TT-BTC on the management and use of non-business funds for the implementation of the National Target Program on New Rural Development for the 2016-2020 period.
The support expenses for improving children's nutritional status have been amended and supplemented by Circular 08/2019/TT-BTC as follows:
- Support expenses for purchasing materials for nutritional practice activities, food processing techniques for pregnant mothers, caregivers of children under 5 years old with malnutrition or obesity, and disabled children: 10,000 VND/person.- Support for children aged 6 months to 60 months to take vitamin A in the community:- For particularly difficult communes: 4,000 VND/child/dose (per intake);- For other communes: 2,000 VND/child/dose (per intake).
Additionally, Circular 08/2019/TT-BTC also amends regulations on reproductive health care expenses, specifically:
- Allowances for midwives in hamlets and villages in mountainous, remote areas, and islands who have been trained and are directly performing reproductive health care activities in the community (not yet receiving the allowance for village health workers according to Decision 75/2009/QD-TTg): 0.3 times the statutory pay rate/person/month (each hamlet or village supports only one midwife).
