Change in the Procedure for Issuing Phytosanitary Certificates

Circular 30/2017/TT-BNNPTNT has been issued by the Ministry of Agriculture and Rural Development to amend and supplement Circular 33/2014/TT-BNNPTNT which stipulates the order and procedures for plant quarantine for imported, exported, transited, and post-imported articles subject to plant quarantine.

To be specific, Circular 30 has amended the procedure for issuing the Phytosanitary Certificate. The specific procedure according to the new regulation is as follows:

- The phytosanitary authority issues the Phytosanitary Certificate for imports, transits, and domestic transportation or the Phytosanitary and Food Safety Inspection Certificate for goods within 24 hours from the start of the inspection.- If it takes more than 24 hours or the Phytosanitary Certificate is not issued, the phytosanitary authority must notify or respond to the owner of the quarantine subject.- If detecting that the shipment is infected with quarantine pests, controlled subjects of Vietnam, or unusual harmful organisms, the phytosanitary authority decides to apply appropriate phytosanitary measures.- If the shipment needs to be divided into multiple layers for inspection, after inspecting each layer, the phytosanitary authority issues a provisional phytosanitary inspection result certificate for the inspected volume.- After the provisional result certificate is issued, the shipment is allowed to be transported to the storage warehouse and can only be released for production and trading after the Phytosanitary Certificate for imports, transits, and domestic transportation is issued.
