Change in the Election, Dismissal, and Removal Procedures for Titles in the Village and Neighborhood Group

Circular 09/2017/TT-BNV has been issued by the Ministry of Home Affairs to amend and supplement Circular 04/2012/TT-BNV guiding the organization and activities of villages and residential groups.

To be specific:, Circular 09 has amended and supplemented regulations regarding the election, dismissal, and removal of the Village Chief, Head of the Residential Group (RG), and Deputy Village Chief, Deputy Head of RG. To be specific: the new procedure is as follows:

- The RG nominates a list for the Village/RG meeting to elect the Village Chief, Head of RG; at this meeting, electors may nominate themselves or nominate another candidate. Based on the election results, the commune-level People's Committee decides to recognize the Village Chief, Head of RG.- The procedure for electing, dismissing, and removing the Village Chief, Head of the Residential Group is implemented according to the provisions in Section 2 Chapter 2 Joint Resolution 09/2008/NQLT-CP-UBTWMTTQVN.

Note: The election or appointment, dismissal, and removal of the Deputy Village Chief, Deputy Head of the Residential Group are regulated and guided by the provincial-level People's Committee.
