Circular 33/2013/TT-BTC has just been issued by the Ministry of Finance to guide the amendment and supplementation of Article 2 of Circular 187/2010/TT-BTC which stipulates the mechanisms and policies to support plant varieties, livestock, and aquatic breeds for the restoration of production in areas damaged by natural disasters and epidemics.
Circular 33/2013/TT-BTC increased the level of support for damages caused by natural disasters and dangerous epidemics to livestock and poultry farming by farmers, farm owners, cooperatives, and production cooperatives in the livestock sector. The state supports to restore production, and the new support levels are specified as follows:

First: Damages due to natural disasters:
- Poultry support from 10,000 – 20,000 VND/bird;
- Pigs support 750,000 VND/head;
- Buffaloes, cows, horses support 4,000,000 VND/head;
- Deer, antelopes, sheep, goats support 2,000,000 VND/head.
Based on the support levels stipulated above and the number of each type of livestock and poultry damaged, the Chairman of the Provincial People's Committee, centrally controlled city will decide the specific support level directly for farmer households, farm owners, cooperatives, and production cooperatives in the livestock sector damaged by natural disasters and epidemics to suit the actual situation of the locality.
Second: Damages due to dangerous epidemics:
Support for damages due to dangerous epidemics is implemented according to Decision 719/QD-TTg dated June 5, 2008, by the Prime Minister of Vietnam on policies supporting the prevention and control of livestock and poultry epidemics, Decision 1442/QD-TTg dated August 23, 2011, by the Prime Minister of Vietnam on amending and supplementing several articles of Decision 719/QD-TTg dated June 5, 2008, by the Prime Minister of Vietnam on policies supporting the prevention and control of livestock and poultry epidemics and Circular 80/2008/TT-BTC dated September 18, 2008, by the Ministry of Finance guiding financial policies to prevent and control livestock and poultry epidemics.
