Change in Social Insurance Contribution Amount for Official Public Employee from July 01, 2019

1. Non-specialized operational personnel at the commune level

Non-specialized operational personnel at communes, wards, and commune-level towns must contribute social insurance (BHXH) at a rate of 8% of the statutory pay rate, equivalent to 119,200 VND per month based on the new statutory pay rate of 1.49 million VND.

Additionally, the health insurance (BHYT) contribution rate for non-specialized operational personnel at the commune level is 4.5% of the statutory pay rate. From July 1, 2019, the contribution rate will be 67,050 VND per month.

2. Officials and public employees

The social insurance (BHXH) contribution rate for Vietnamese officials and public employees is calculated at 8% of their monthly salary (including salary and allowances calculated according to the statutory pay rate). Therefore, as the statutory pay rate increases, the BHXH contribution rate will also increase accordingly.

Similarly, the unemployment insurance contribution rate is calculated at 2% of the monthly salary of the participant. In which, public employees contribute 1% of their monthly salary and the unit contributes 1% of the monthly salary fund of employees participating in unemployment insurance. When the statutory pay rate increases, the BHXH contribution rate will also increase proportionally.

Meanwhile, the occupational accident and disease insurance contribution rate for officials and public employees is regulated at 0.5% of their monthly salary.

The aforementioned provisions are based on the Social Insurance Law 2014, Health Insurance Law 2008, Decree 38/2019/ND-CP, Decision 595/QD-BHXH.
