Change in Eligibility Criteria for Promotion Examination of Public Employee from July 01, 2019

Public employees who pass the examination or assessment for promotion in professional titles must meet certain conditions. Recently, the Ministry of Home Affairs has issued Circular 03/2019/TT-BNV stipulating amendments to the conditions for passing the examination or assessment for promotion for public employees.

A public employee is considered successfully promoted to a higher professional title if they meet the following conditions:

- Must participate in all required exam subjects, except those exempted according to the law.

- Each exam score must achieve 50 points or more (current regulations require 55 points or more), with exams graded on a 100-point scale.

For the promotion review to a higher professional title, the selected public employee follows the guidance of the Ministry managing the professional title of the specialized public employee, which specifies the content and form of the promotion review for public employees in the respective management sector.

Additionally, according to the provisions of Circular 03/2019/TT-BNV, the results of exams or promotion reviews for public employee professional titles will not be carried over for subsequent exams or promotion reviews.

Circular 03/2019/TT-BNV officially took effect on July 1, 2019.
