Recently, the Ministry of Transport issued Circular 40/2010/TT-BGTVT on traffic circulation and collision avoidance on inland waterways, including cases that require traffic circulation and collision avoidance in Vietnam.

Article 3 of Circular 40/2010/TT-BGTVT regulates cases that require traffic circulation and collision avoidance in Vietnam as follows:
- Conduct regular traffic circulation on inland waterways where multiple curved sections restrict visibility, on inland waterways that join bridges and culverts whose vertical and horizontal clearance are smaller than values specified by respective technical regulations and through water locks.
- Conduct traffic circulation and collision avoidance when repairing, constructing on inland waterways, extracting resources, dredging or removing obstacles that affect safety of water traffic.
- Conduct irregular traffic circulation and collision avoidance when any factor that affects safety of waterway structures and waterway traffic occurs, including:
- Conduct traffic circulation in combination with collision avoidance for bridges and culverts whose vertical and horizontal clearance are lower than values specified under respective technical levels during rain seasons and for areas with unstable current with surface water velocity of ≥ 5 meters/second.
