On May 10, 2019, the Ministry of Public Security (BCA) issued Circular 11/2019/TT-BCA regulating the statements and provision of information to the press by the People's Public Security Forces (CAND).

According to Clause 1, Article 5, Circular 11/2019/TT-BCA, the spokesperson of the Ministry of Public Security (BCA) or the authorized spokesperson of BCA is responsible for promptly and accurately speaking and providing information to the press in the following extraordinary and unusual cases:
- When the BCA is assigned by the Government of Vietnam to lead the handling of incidents involving multiple ministries and central authorities, provinces, and centrally-governed cities;
- When significant events or issues arise with a considerable impact on society, or when public opinion shows many conflicting views on a matter within BCA's management scope, to promptly warn and guide public opinion. In cases where an event occurs that requires immediate initial information from BCA, the spokesperson of BCA or the authorized spokesperson of BCA is obligated to proactively speak and provide information to the press within no later than 24 hours from the time the event occurred;
- When the press agencies or the state management and director agencies concerning the press request to speak and provide information about the events or issues within the state management scope of BCA that have been reported in the press or about the events, issues stated in this point;
- When there is evidence suggesting that the press has published or broadcast false information concerning the BCA, the spokesperson of BCA or the authorized spokesperson of BCA is responsible for requesting that the press agency post, broadcast the feedback, and corrections in accordance with the law.
Additionally, according to Clause 2, Article 5, Circular 11/2019/TT-BCA stipulates that the spokesperson and information provider to the press from units under the Ministry of Public Security and provincial police have the responsibility to promptly and accurately speak and provide information to the press in the following extraordinary and unusual cases:
- When significant events or issues arise with a considerable impact on society, or when public opinion shows many conflicting views on a matter within their agency's management scope, to promptly warn and guide public opinion;
- When the press agencies or the state management and director agencies concerning the press request to speak and provide information about the events or issues within the state management scope of their agency that have been reported in the press or about the events, issues stated in this point;
- When there is evidence suggesting that the press has published or broadcast false information concerning their unit, the spokesperson and information provider to the press of the unit under the Ministry or the provincial police is responsible for requesting that the press agency post, broadcast the feedback, and corrections in accordance with the law;
- In case of needing to hold a press conference to provide information to the press, the Head of the unit under the Ministry, or the Director of provincial police must report and seek permission from the Minister or the Deputy Minister in charge.
