Cases Requiring Speed Reduction When Participating in Road Traffic

These are the provisions to note in Circular 91/2015/TT-BGTVT stipulating the speed and safe distance of motor vehicles and specialized vehicles participating in road traffic, issued on December 31, 2015, by the Ministry of Transport.

Operators of road vehicles must reduce their speed below the maximum permissible speed (in such a way that they can stop safely) in the cases stipulated in Circular 91/2015/TT-BGTVT as follows:

- There are warning signs or obstacles on the road.- Changing direction or limited visibility.- Passing through intersections at the same level; intersections at the same level with railroads; curved roads; roads with windy, steep terrain; sections where the road surface is not smooth.- Crossing narrow bridges, culverts; approaching hilltops or descending slopes.- Passing through areas with schools, hospitals, bus stations, public works with high concentrations of people; densely populated areas, factories, public offices concentrated along the road; areas under construction on the road; scenes of traffic accidents.- When there are pedestrians or wheelchairs of disabled people crossing the road.- There are animals on the road or grazing near the road.- Avoiding oncoming vehicles or when being overtaken by vehicles.- Approaching bus stops, parking spots with passengers boarding or alighting.- Encountering priority vehicles on duty; encountering oversized, overloaded vehicles, vehicles carrying hazardous materials; encountering pedestrian groups.- ...
