Cases of temporary use of part of the street that do not require a permit in Vietnam include:

(1) Organizing weddings, funerals, and car parking for weddings and funerals.

- Scope of use: According to the instructions of the competent authority in Clause 2, Article 18 of Decision 32/2023/QD-UBND.

- Usage time: No more than 48 hours. In special cases, it cannot exceed 72 hours for funerals.

- Subjects allowed to use: households with local residence registration.

- Some other regulations:

Organizations and individuals wishing to temporarily use part of the sidewalk to hold weddings and funerals and parking spots for weddings and funerals must notify the People's Committee of the commune where they reside for assistance in resolving the matter.

Commune-level People's Committees are responsible for guiding and supervising the implementation, creating conditions and supporting households with measures to ensure order, traffic safety, environmental sanitation and urban aesthetics. .

(2) Points for organizing service business, buying and selling goods.

- Temporary use of street pavement as a place to organize service business, purchase and sale of goods must be on the list issued by the district People's Committee.

The People's Committee of Ho Chi Minh City decentralizes the district-level People's Committee to promulgate a list of street locations eligible for organizing service businesses and buying and selling goods.

- Scope of use: part of the street at the location adjacent to the location where organizations and individuals register to conduct business services and buy and sell goods.

- Subjects allowed to use: organizations and individuals who have a plan to temporarily use the street as a place to organize service businesses and buy and sell goods according to the instructions of competent state agencies.

(3) Two-wheeled parking spots do not charge fees for parking and parking services

- Temporary use of sidewalks as parking spots for two-wheeled vehicles without charging for parking services must be on the list issued by the district-level People's Committee.

The People's Committee of Ho Chi Minh City decentralizes the district-level People's Committee to promulgate a list of street locations eligible for organizing two-wheeled parking spots without collecting fees for parking and parking services at stores.

(4) Placement of works and utilities serving public transport, installation of temporary works, and works serving traffic organization on sidewalks, median strips, and traffic islands: Ho Chi Minh City People's Committee delegates authority to the Department of Transport for consideration and approval.

(5) Bicycle road arrangement: Ho Chi Minh City People's Committee delegates to the Department of Transport for consideration and approval.
