Below are the cases for revocation and temporary suspension of the use of the inspector cards in the field of information and communications in Vietnam from January 28, 2025.

On December 13, 2024, the Minister of Information and Communications of Vietnam issued Circular 15/2024/TT-BTTTT stipulating several contents regarding inspection in the field of information and communications.
According to Article 4 of Circular 15/2024/TT-BTTTT, regulations on the Inspector Card are as follows:
- Individuals assigned the task of inspection are issued an Inspector Card by the Minister of Information and Communications for use when conducting inspections.
- These individuals are responsible for maintaining and using the Inspector Card in accordance with legal regulations. They are not allowed to use the Card for personal purposes, use someone else's Card, and lend their Card to others.
- The validity of the Inspector Card is no more than 5 years from the date of issuance, including new issuance, replacement, and reissuance as stipulated in Article 6 of Circular 15/2024/TT-BTTTT.
- In cases where the Inspector Card is lost, damaged, or expired, the individual assigned the task of inspection must report to the Director for procedures of replacement or reissuance as per the regulations.
- Individuals who are no longer assigned to perform inspection tasks must return the Inspector Card to the Director.
According to Article 7 of Circular 15/2024/TT-BTTTT, the head of the Directorate tasked with performing inspection functions shall send a written proposal to the Ministry Inspectorate to revoke or temporarily suspend the use of the Card of individuals assigned inspection tasks, following the Official Dispatch template for proposal for revocation or temporary suspension of the Inspector Card as stipulated in Appendix 07 attached to Circular 15/2024/TT-BTTTT.
- The Ministry Inspectorate is responsible for compiling and presenting to the Minister the decision to revoke or temporarily suspend the Inspector Card usage. The template for the decision to revoke or temporarily suspend the Inspector Card usage is stipulated in Appendix 08 attached to Circular 15/2024/TT-BTTTT.
- Individuals assigned inspection tasks are temporarily suspended from using the Inspector Card in the following cases:
(1) There are violations of law in inspection activities according to legal regulations without any decision for resolution;
(2) The individual is under a temporary suspension period for consideration of disciplinary action;
(3) The individual has been prosecuted, detained, or held in custody.
- Individuals assigned inspection tasks have their Inspector Card revoked in the following cases:
(1) Transfer to another agency, or unit, or no longer assigned inspection tasks, or retired, resigned; deceased while in service;
(2) Sentenced by a court with a legally effective criminal judgment or disciplinarily punished by a demotion, dismissal, or forced resignation;
(3) Loss of legal capacity.
After the competent authority's conclusion indicating no legal violation by the Cardholder in performing their official duties or the expiration of the disciplinary period, the head of the Directorate tasked with inspection functions shall send a written proposal to the Ministry Inspectorate requesting the Minister of Information and Communications to issue a decision to terminate the temporary suspension of the Inspector Card. The template for the decision to terminate the temporary suspension of the Inspector Card usage is stipulated in Appendix 09 attached to Circular 15/2024/TT-BTTTT.
