Decree 70/2024/ND-CP stipulates cases of issuing, reissuing ID certificates in Vietnam for people of Vietnamese residents of undetermined nationality.

ID Certificate is a personal document containing the identity of a person of Vietnamese origin whose nationality has not been determined, issued by the identity management authority as stipulated by the Law on Identification 2023.
Article 25 of Decree 70/2024/ND-CP stipulates the cases of issuing, reissuing ID certificates for persons of Vietnamese origin whose nationality has not been determined, including:
(1) Cases of Issuing ID certificates:
- Damaged and unusable;
- Change in identity information;
- Errors in information on the ID certificate;
- At the request of the person of Vietnamese origin whose nationality has not been determined;
- ID certificate has expired.
(2) Cases of Reissuing ID certificates: Lost ID certificate will be reissued.
The head of the identity management agency of the Ministry of Public Security of Vietnam has the authority to issue, reissue ID certificates. According to Article 26 of Decree 70/2024/ND-CP, the procedures for issuing, reissuing ID certificates are as follows:
Step 1: The person of Vietnamese origin whose nationality has not been determined goes to the identity management agency of the district or provincial-level police where they reside to request the issuance or reissuance of ID certificates, providing information including birth name, personal identification number, current residence for the receptionist to verify and compare information in the National Population Database.
Step 2: The receptionist checks and compares the information of the person requesting the issuance, reissuance of ID certificates from the National Population Database to accurately determine the information of the person requesting the issuance, reissuance of ID certificates.
- In cases where the information of the person requesting the issuance, reissuance of ID certificates in the National Population Database is incomplete or inaccurate, the person of Vietnamese origin whose nationality has not been determined is guided to collect, update, and adjust the information according to Article 24 of Decree 70/2024/ND-CP.
Step 3: Proceed to collect biometric information on fingerprints, facial photos, iris.
In cases where the information of the person requesting the issuance, reissuance of ID certificates in the National Population Database is complete and accurate, the receptionist checks and compares the information and proceeds to collect biometric information on fingerprints, facial photos, iris (except for persons of Vietnamese origin whose nationality has not been determined under 6 years old).
Step 4: The person requiring the ID certificate checks and signs the Identity Information Collection Form.
Step 5: The receptionist issues an Appointment Slip for the result of the identity procedures resolution.
Step 6: Return the ID certificate at the location stated in the appointment slip; in cases where the person requiring the ID certificate requests to return the ID certificate at a different location, the identity management agency returns the ID certificate to the requested location, and that person must pay the mailing service fee.
Note: Collect the used ID certificate in cases of issuing a new ID certificate.
The time limit for issuing, reissuing ID certificates for persons of Vietnamese origin is no more than 07 working days from the date of receiving the dossier.
