Cases of Exemption from Aviation Service Fees from 2020

Article 6 of Circular 53/2019/TT-BGTVT lists the following cases where aviation service charges are not collected:

First, subjects exempted from take-off and landing service charges:flight navigation service; flight navigation service through the flight information region managed by Vietnam.

- Special flights (excluding special flights combined with commercial transport).

- Public service flights.

- Search and rescue flights, transport of humanitarian aid, flood and disaster relief, and other humanitarian missions.

- Flights that have to return to land within 30 minutes after take-off for any reason.

Second, subjects exempted from aviation security assurance service charges:

- Diplomatic baggage, humanitarian aid baggage.

- Goods and spare parts exported for repair and materials, items of airlines serving flights (excluding duty-free goods on flights).

- Passengers on flights that are exempted from take-off and landing service charges.

- Transit passengers within 24 hours (excluding transit passengers on domestic - international connecting flights and vice versa): only applicable when the inbound and outbound legs from Vietnam are issued on the same passenger ticket and baggage.

- Crew members (including in case of airport transfer).

- Children under 2 years old: calculated at the time of departure on the first leg.

Third, subjects exempted from passenger service charges:

- Passengers on flights that are exempted from take-off and landing service charges.

- Transit passengers within 24 hours (excluding transit passengers on domestic - international connecting flights and vice versa): only applicable when the inbound and outbound legs from Vietnam are issued on the same passenger ticket and baggage.

- Crew members (including in case of airport transfer).

- Children under 2 years old: calculated at the time of departure on the first leg.
