According to the current regulations, officials and public employees can receive an early salary increase in 02 cases. So what are those cases and what conditions are needed to receive an early salary increase?

Based on Article 3 of Circular 08/2013/TT-BNV, two cases of officials and public employees being considered for early salary raise include:
1. Due to achieving outstanding performance in duty execution
According to Clause 1, Article 3, Circular 08/2013/TT-BNV, officials and public employees who achieve outstanding performance in duty execution are considered for an early salary raise when they meet the following conditions:
- Meet the following 2 standards during the period of holding the current salary grade:
- Standard 1: Evaluated by competent authorities at the level of completing tasks but with limited capacity or higher;- Standard 2: Do not violate disciplinary actions in any form, including reprimand, warning, demotion, or dismissal.
- Outstanding performance in duty execution has been recognized by competent authorities in writing;
- Not yet at the final salary grade in the rank or title;
- As of December 31 of the year of early salary raise consideration, lacking 12 months or less to be eligible for a regular salary raise;
2. Having a retirement notice
According to Clause 2, Article 3, Circular 08/2013/TT-BNV, officials and public employees are eligible for early salary raise when having a retirement notice if they meet the following conditions:
- Through evaluation, the officials and public employees satisfy the following 2 standards during the period of holding the current salary grade. Specifically:
- Standard 1: Evaluated by competent authorities at the level of completing tasks but with limited capacity or higher;- Standard 2: Do not violate disciplinary actions in any form, including reprimand, warning, demotion, or dismissal.
- Not yet at the final salary grade in the rank or title;
- From the date of the retirement notice to before the retirement date, lacking 12 months or less to be eligible for a regular salary raise according to regulations.
Note: In cases where officials and public employees fall under both categories for early salary raise consideration due to achieving outstanding performance in duty execution and having a retirement notice, the officials and public employees may choose one of the two early salary raise policies as regulated above.
