Cases in Which Members of the Communist Party Organization Are Exempt from Conscription

According to Decree 14/2016/ND-CP, citizens holding the following titles will be exempt from conscription during wartime:

- Secretary, Standing Deputy Secretary of the Communist Party Committee of provinces, cities directly under the Central Government, Secretary, Standing Deputy Secretary of districts, urban districts, district-level towns, cities under provinces; Secretary of the Communist Party Committee of communes, wards, commune-level towns;- Head, Deputy Head, Director of Departments of Central Party Building Commissions; Heads of Provincial Party Building Commissions; Heads of District Party Building Commissions;- Secretary of the Communist Party Committee of Central Government agencies; Secretary of the Communist Party Committee of central agencies and organizations; Secretary of the Communist Party Committee of Central Government enterprises; Secretary of the Communist Party Committee of provincial-level civil agencies and enterprises;- Commanders of Military Command Committees of Central Government agencies of the Communist Party.
