On June 25, 2024, Hanoi issued Decree 68/2024/ND-CP stipulating regulations on civil service digital signatures in Vietnam.

Cases for revocation of certificate of civil service digital signatures in Vietnam from August 15, 2024

Article 17 of Decree 68/2024/ND-CP stipulates the cases for revocation of certificate of civil service digital signatures in Vietnam as follows:

For all types of certificate of civil service digital signatures

  • The special-purpose digital signature certificate for public affairs has expired;

  • Upon written request from the subscriber and with verification from the directly managing agency or organization in cases where: the private key is exposed or suspected to be exposed; the private key storage device is damaged, lost, or other safety issues arise;

  • Upon written request from the prosecuting authorities or police agencies;

  • Upon written request from the directly managing agency or organization.

For individual certificate of civil service digital signatures

  • Cases stipulated in Clause 1, Article 17 of Decree 68/2024/ND-CP;

  • The individual changes their work position and the new job position information is not consistent with the information in the special-purpose digital signature certificate for public affairs;

  • The individual retires, resigns, or passes away.

For institutional certificate of civil service digital signatures

  • Cases stipulated in Clause 1, Article 17 of Decree 68/2024/ND-CP;

  • The institution is dissolved, split, or merged.

For device, service, and software certificate of civil service digital signatures

  • Cases stipulated in Clause 1, Article 17 of Decree 68/2024/ND-CP;

  • The device, service, or software ceases operation.

Documentation and procedures for revocation of certificate of civil service digital signatures in Vietnam

According to Article 19 of Decree 68/2024/ND-CP, the documentation and procedures for revocation of certificate of civil service digital signatures in Vietnam are stipulated as follows:

Documentation for Revocation of certificate of civil service digital signatures

  • A written request for revocation of the special-purpose digital signature certificate for public affairs from the directly managing agency or organization;

  • A written request for revocation of the special-purpose digital signature certificate for public affairs from the prosecuting authorities or police agencies.

Procedures for Revocation of certificate of civil service digital signatures

  • The directly managing agency or organization submits a written request for revocation of the special-purpose digital signature certificate for public affairs using Form No. 05 in the Appendix attached to Decree 68/2024/ND-CP to the organization providing certification services for civil service digital signatures;

  • Within one working day from the date of receiving the revocation request for the special-purpose digital signature certificate for public affairs, the organization providing certification services for civil service digital signatures must invalidate the special-purpose digital signature certificate for public affairs and announce the revocation on their electronic information page; simultaneously notify the directly managing agency or organization in writing.
