Cases for Adjusting Rural Construction Planning Projects

- For communes that have an approved rural construction plan but do not meet the criteria for new rural areas as stipulated in the National Criteria for new rural areas at the commune and district levels according to the Approval Decision of the Prime Minister of the Government of Vietnam.- During the implementation of rural construction planning, there are changes in policies, guidelines, or approved higher-level plans that alter the forecasts of rural construction planning.- Geographical-natural changes such as: changes in administrative boundaries, landslides, floods, earthquakes, and other factors affecting the socio-economic development forecasts of the locality.

The competent authority to approve rural construction planning decides on the adjustment of the planning according to legal regulations.

At the same time, Circular 02 also stipulates that when adjusting rural construction planning, specific requirements must be identified to propose adjustment contents such as: land use, spatial organization solutions for each area, solutions for renovating technical infrastructure works and public services in line with capacity, resources, and development requirements, and technical-economic criteria.
