On February 21, 2023, the Government of Vietnam issued Decree 06/2023/ND-CP stipulating the assessment of the entrance quality of civil servants.

1. Case of cancellation of the quality inspection results for civil servants in Vietnam

Clause 4, Article 10 of Decree 06/2023/ND-CP stipulates the cases in which the results of the inspection of entrance quality of civil servants are cancelled, including:

- Incorrect information in the registration form for inspection.

- If the agency, organization, or unit responsible for recruiting civil servants discovers that the recruited person is using diplomas, certificates, or certifications that are not in accordance with regulations, send a written request to the Ministry of Home Affairs to cancel the inspection results.

The list of cases in which the inspection results have been canceled is publicly announced on the website of the Ministry of Home Affairs, on the information page on the quality inspection of civil servants. Persons whose inspection results have been canceled are not allowed to register for an inspection in a subsequent inspection period.

2. Regulations on the use of the results of the entrance examination of civil servants in Vietnam

Article 10 of Decree 06/2023/ND-CP stipulates the use of the results of quality inspections of civil servants as follows:

- The results of the quality inspection of civil servants' inputs are valid for use within 24 months from the date of the approval decision of the Ministry of Home Affairs. During the validity period of the verification results, the person who achieves the inspection results may register for the civil servant recruitment exam at the agencies and organizations specified in Clause 1, Article 1 of Decree 06/2023/ND-CP nationwide.

- Heads of agencies or organizations competent to recruit civil servants shall, based on the results of civil servant accreditation, stipulate the conditions for registration for civil servant recruitment and organize the second round exam for those who pass the accreditation according to the regulations in Clause 2, Article 8 and points a and c, Clause 3, Article 14 of Decree 138/2020/ND-CP.

- When applying for a civil service job in accordance with the recruitment requirements, the results of the entrance quality assessment for candidates taking the entrance exam for job positions requiring a university degree or higher may be used instead of the results of the entrance quality assessment for candidates taking the entrance exam for a job position with lower qualification requirements.

3. Time to organize the entrance quality inspection of civil servants in Vietnam

The organization of entrance quality inspection of civil servants is specified in Article 4 of Decree 06/2023/ND-CP, specifically:

- The Ministry of Home Affairs is the agency competent to accredit the quality of civil servants' input.

- The quality inspection of civil servants input is held periodically twice in July and November every year.

- Before January 31 of each year, the Ministry of Home Affairs shall announce the plan to organize the accreditation of civil servant entrance quality on the website of the Ministry of Home Affairs and the information page on the quality of the entrance examination of civil servants.

- If civil servant recruitment agencies want to inspect the entrance quality of civil servants, they must develop plans and notify them in accordance with Article 7 of Decree 06/2023/ND-CP; receive the registration form to attend the inspection at the portal of the agencies, organizations, and units under their management; and compile a list of candidates to send to the Ministry of Home Affairs for testing. No later than 30 days after receiving the list, the Ministry of Home Affairs shall organize the inspection.

Decree 06/2023/ND-CP takes effect from April 10, 2023.
