The adjustment of the number of members and the number of Security and Order Protection Teams shall be carried out in cases in accordance with the Law on Forces Participating in the Protection of Security and Order at the Grassroots Level 2023.

The adjustment of the number of members and the number of Security and order protection teams shall be conducted in the following cases:
(i) Adding members if the number of security team members is insufficient; adding Security and order protection teams if the number of Security and order protection teams has not been formed in accordance with the decision of the Provincial People's Committee;
(ii) Due to security and order requirements or the establishment, dissolution, merger, or division of villages and residential groups, it is necessary to adjust the increase or decrease in the number of members and the number of Security and order protection teams compared to the number decided by the Provincial People's Committee.
Whereby:
- The addition of members, and the addition of Security and order protection teams specified in (i) is implemented according to the provisions of Article 15 and Clause 2, Article 16 of the Law on Forces Participating in Security Protection at the Grassroots Level 2023.
- The adjustment to increase or decrease the number of members and the number of Security and order protection teams specified in (ii) must be reported to the Provincial People's Committee for consideration and decision as prescribed in Clause 4, Article 14 of the Law on Forces Participating in Security Protection at the Grassroots Level 2023.

In Clause 1, 2, Article 5 of Circular 14/2024/TT-BCA providing procedures for adjusting the number of Security and order protection teams in Vietnam from July 1, 2024, as follows:
- For adding members, adding Security and order protection teams as stipulated in Point a, Clause 1 and Clause 2, Article 17 of the Law on Forces Participating in Security Protection at the Grassroots Level 2023, it is carried out according to the provisions of Articles 3 and 4 of Circular 14/2024/TT-BCA.
- Adjustments to increase or decrease the number of members and the number of Security and order protection teams as specified in Point b, Clause 1 and Clause 2, Article 17 of the Law on Forces Participating in Security Protection at the Grassroots Level 2023:
Based on the decision of the Provincial People's Committee to adjust the increase or decrease in the number of members and the Security and order protection teams, the implementation shall be organized according to the following regulations:
+ If the number of members or the number of Security and order protection teams is to be increased, it shall be implemented according to the provisions of Articles 3 and 4 of Circular 14/2024/TT-BCA;
+ If the number of Security and order protection teams is to be decreased: The commune-level police shall take the lead, cooperate with the village head, residential group leader, and the head of the village's Fatherland Front work committee to prepare written reports to the chairman of the same level People's Committee for issuing a decision to dissolve the security team.
Within 5 working days from the date of receiving the written report from the commune-level police, the chairman of the commune-level People's Committee shall consider and issue a decision to dissolve the security team (Form No. 08, Appendix attached to Circular 14/2024/TT-BCA) and assign the commune-level police to publicly post the decision at the headquarters of the People's Council, People's Committee, commune police, at cultural houses, and at community activity points in villages and residential groups.
The reduction in the number of security team members shall be implemented gradually and be in line with the number of security team members adjusted by the Provincial People's Committee.
