Case eligible for using the image of the Party flag in Vietnam (Internet image)

The Central Committee issued Regulation 99-QD/TW dated February 27, 2023 on the Vietnamese Communist Party flag and the use of the Party flag.

The object is allowed to use the image of the Party flag as follows:

1. Objects are allowed to use the image of the Party flag

In Article 16 of Regulation 99-QD/TW of 2023, the subjects using the image of the Party flag are as follows:

Agencies, units, and organizations in the political system, including overseas Vietnamese representative agencies and organizations, may use the image of the Party flag for decoration, printing, video recording, and presentation... and other modern technologies and software applications to serve in activities to celebrate major holidays, historical events, politics - society, propaganda, culture, and art.

2. The use of the image of the Party flag on the screen background in Vietnam

In Article 17 of Regulation 99-QD/TW of 2023, the use of screen backgrounds (LED screens, ...) in halls and stages when organizing events is as follows:

Comply with the principles and layout of the Party flag in "Clause 1, Article 5, Chapter II", ensuring consistency and dignity.

3. The case of using the image of the Party flag at the headquarters of the Party's agencies and units at all levels in Vietnam

In Article 18 of Regulation 99-QD/TW of 2023, at the headquarters of agencies and units of the Party at all levels, as follows:

The image of the Party flag is printed, engraved, mounted, and embossed on the main side, on the top, in the central and most solemn position of the building, for easy recognition by everyone.

4. The case of using the image of the Party flag on documents, papers, logos, and publications in Vietnam

In Article 19 of Regulation 99-QD/TW in 2023, the image of the Party flag is printed and engraved in a solemn position, showing respect, in accordance with the nature and content of the following documents, papers, publications, and logos:

- Party membership cards, Party badges, medals, and certificates of merit of Party committees and organizations at all levels.

- Documents of Party committees and organizations at all levels.

- Cards of cadres and civil servants in the Party's agencies.

- Foreign affairs documents of the Communist Party of Vietnam.

- Letters, invitations, and envelopes of Party leaders in dealing with foreign agencies.

- On diplomas, training certificates for Party work.

- On the logbook of activities of the branch and meetings of party organizations.

- Print and engrave on ballot boxes to elect delegates to party congresses at all levels; elect titles of Party agencies from the central to grassroots levels.

- Print on Party publications (books, newspapers, magazines, documents, and brochures) in both electronic and paper versions to perform political tasks of agencies and units.

- Printed on clothes, coat badges, briefcases, and with the logos of agencies and organizations.

5. The case of using the image of the Party flag in videos, clips, software, and through modern technological means in Vietnam

Pursuant to Article 20 of Regulation 99-QD/TW in 2023, the image of the Party flag is printed and engraved in a solemn position, showing respect, in accordance with the nature and content of the following documents, papers, publications, and logos:

- The Party flag is recorded in videos, clips, and slideshows serving the political tasks of agencies and units. In accordance with regulations, the recording and presentation are absolutely guaranteed to be without errors.

- The image of the Party flag is shown by LED, laser, and demonstration technology: 3D Mapping, 3D Scanning, virtual reality (VR), VR360, augmented reality (AR), augmented reality (XR), 3D Hologram projection technology... and other advanced and modern technologies for event organization and art performance when approved by the People's Committee of the same level.

- The image of the Party flag is used on the web portal, website, and software serving the activities of agencies and units, ensuring political and solemnity.

6. Cases of using the image of the Party flag on monuments, reliefs, clusters of propaganda models, decorated with flowers, human puzzles or other materials in Vietnam

In Article 21 of Regulation 99-QD/TW in 2023, the image of the Party flag is printed and engraved in a solemn position, showing respect, in accordance with the nature and content of the following documents, papers, publications, and logos:

- The Party flag or the symbol "Hammer - Sickle" is carved and engraved on the monuments and reliefs (stylized creative forms can be used) in accordance with the space and meaning of the work.

- The Party flag is built on propaganda models, made of flowers, miniature flowers, or other materials, and placed on streets, gateway areas, welcome gates, places of events, places for cultural and artistic performances during Tet, national holidays, party congresses at all levels, and other important socio-political events when approved by the People's Committee of the same level.

- Party flags can be folded with people, or other materials and means, expressing belief in the Party, love for the homeland and country.

7. The use of the image of the Party flag in other cases in Vietnam

Article 22 of Regulation 99-QD/TW of 2023 stipulates the use of the image of the Party flag in other cases as follows:

Using the image of the Party flag in socio-political activities, propaganda, art and culture, exhibitions, slideshows... but ensuring the political, aesthetic, solemn, meaningful propaganda and having it approved by the People's Committee of the same level.

Regulation 99-QD/TW takes effect from February 27, 2023.
