Can Tho Planning 2021-2030: Priority Investment in 11 National Highway and Expressway Projects

Decision 589/QD-TTg dated July 03, 2024, on the Implementation Plan for the Planning of Can Tho City for the period 2021 - 2030, with a vision to 2050, includes 11 national highway and expressway projects prioritized for investment.

Planning Can Tho 2021-2030: Prioritizing investment in 11 highway and expressway projects

On July 03, 2024, the Prime Minister the Government of Vietnam issued Decision589/QD-TTg on the Plan for implementing the Planning of Can Tho city for the period 2021-2030, with a vision to 2050. Some highlighted contents include:

(1) Complete a synchronous system of plans

- Before 2025: Review, develop, and adjust urban and rural plans, technical and specialized plans in Can Tho city according to the provisions of specialized laws, ensuring consistency and synchronization with the approved Plan;

- In 2024: Publicly announce the list of plans integrated into the Can Tho city Plan that have expired according to the provisions of Article 59 of the Planning Law;

- Proactively research and develop replacement proposals (if necessary) to ensure stable state management and development orientation of Can Tho city.

(2) Key task groups, breakthroughs, and important sectors to implement

- Key tasks and development breakthroughs:

+ Strongly innovate leadership, management, and administration thinking of all levels of government and economic thinking of businesses and people associated with digital transformation based on 3 main pillars (digital economy, digital society, digital government).

+ Research, develop, and issue mechanisms and policies, prioritizing investment in strategic and influential constructions.

+ Attract and develop human resources, especially high-quality human resources, key sectorial human resources; enhance connections with training and deep research institutions domestically and internationally to achieve development goals.

+ Restructure urban space, especially in central districts, to increase land-use efficiency; create land fund for developing regional key areas in healthcare, education, training, culture, sports, tourism, commerce, and services.

- Important sectors to be implemented include: Industry; Commerce - services; Agriculture and fisheries; defense and security.

(3) Public investment projects

- The principle of determining public investment projects must comply with the provisions of the Law on Public Investment, the Law on State Budget, National Assembly Resolutions, Prime Minister the Government of Vietnam Decisions, the People's Council Resolutions of Can Tho city on medium-term public investment plans, and related legal documents.

- Prioritize the implementation of infrastructure projects that have wide-ranging impacts, especially strategic transportation infrastructure of the city, ensuring synchronous, modern, and comprehensive, promoting regional, intra-regional linkages associated with economic development corridors; science, technology and innovation infrastructure; healthcare, education, culture, sports, information - communication, social security infrastructure; urban technical infrastructure on five economic driving forces identified in the Planning of Can Tho city to attract investment capital, ensuring reasonable and effective investment structure.

- Continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, and drainage to meet socio-economic development needs, ensuring social security, defense, security, environmental protection, disaster prevention, and adaptation to climate change and rising sea levels.

- Promote high-tech agriculture, smart agriculture, green agriculture, circular agriculture, and environmentally friendly urban agriculture that adapts to climate change.

- Complete mechanisms, policies for development and regional linkage: Proactively cooperate with Central Ministries and sectors, and localities in the Mekong Delta region to build and complete regional institutions, identifying key proposals with breakthrough significance for regional and national development.

(4) List of priority projects for investment by 2030

- Orientation of the list of priority projects for investment, investment phases, and resources for implementation by 2030 according to sectors and fields.

- Notably, the list of priority transportation infrastructure projects for investment by 2030 includes 11 highway and expressway projects including:

+ Can Tho - Ca Mau Expressway

+ Chau Doc - Can Tho - Soc Trang Expressway

+ National Highway 91 (section Km0 - Km7)

+ Connecting route between National Highway 91 and Long Xuyen bypass (section from intersection with Thot Not bypass to the border of Can Tho city and An Giang province)

+ National Highway 91B (section from IC3 intersection to Hau Giang province boundary)

+ National Highway 61C (section through Can Tho city)

+ National Highway 80 (section through Can Tho city)

+ National Highway 91B (section from intersection with QL 91 to intersection with 3/2 street)

+ Road connecting O Mon district with Thoi Lai district, Can Tho city with Giong Rieng district, Kien Giang province

+ Can Tho 2 Bridge (across the Hau River connecting Ho Chi Minh City - Can Tho Expressway and Can Tho - Ca Mau Expressway)

+ O Mon Bridge (across the Hau River connecting with the road connecting O Mon district with Thoi Lai district and Giong Rieng district, Kien Giang)

- The location, scope, boundary, land area usage, route direction, total investment structure, capital implementation, and detailed information of the project will be specified in urban planning, rural planning, district-level land use planning, technical specialized planning, or in the phase of formulating, appraising, approving or deciding on the investment policy, investment decisions for programs and projects.
