The Government of Vietnam requests each Minister, Head of Agency, Chairman of the People's Committee of provinces and centrally-run cities to intensify their direction, to synchronously and effectively implement the Central Resolutions of the Communist Party, the National Assembly, and the Government of Vietnam, particularly Resolutions 01/NQ-CP and 02/NQ-CP of 2019, Resolutions of the regular sessions of the Government of Vietnam, Directive 09/CT-TTg of 2019 and other directives from the Prime Minister of the Government of Vietnam; focusing intensively and effectively on several key contents. For instance, as follows:

- Ministry of Labor - Invalids and Social Affairs:

- Urgently complete the draft Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution (amended) to be submitted to the Standing Committee of the National Assembly by December 2019.- Guide localities to implement measures to ensure that by the end of 2019, there will be no meritorious revolutionaries belonging to poor households; effectively implement housing support policies for people with meritorious services.- Focus on inspecting the implementation of national target programs on new rural development and sustainable poverty reduction.- Cooperate with the Ministry of Planning and Investment in researching and developing a Scheme to enhance the skills of the Vietnamese workforce.

- Ministry of Health:

- Strengthen the implementation of measures for disease prevention and control, particularly to prevent dengue fever outbreaks.- Intensify the implementation of the “Vietnam Health Program.”- Promote the implementation of the mechanism of autonomy in medical establishments associated with supervision and improvement of the quality of medical services; at the same time, consolidate and strengthen grassroots healthcare linked to primary healthcare for the people.

- Ministry of Industry and Trade:

- Actively implement measures to expand the official export market, prevent dumping into the domestic market.- Intensify inspections, control, and strictly handle acts of avoiding trade defense measures, especially fraud in goods origin.- Urgently implement measures to boost e-commerce development; cooperate with the State Bank of Vietnam in deploying suitable electronic payment methods.
