The Prime Minister of Vietnam issued Decision 569/QD-TTg dated May 24, 2023, which set out the goal that by 2050, all people would have access to essential rehabilitation techniques.

On May 24, 2023, the Prime Minister of Vietnam issued Decision 569/QD-TTg approving the program to develop the rehabilitation system for the period of 2023 - 2030, with a vision to 2050.
Specifically, the Prime Minister has set the vision targets for 2050 as follows:
- Rehabilitation is developed at all levels, inside and outside the health sector, with a variety of intervention methods to ensure the provision of comprehensive, continuous, and quality rehabilitation services.
- Promoting community-based rehabilitation as a strategic measure to address disability in Vietnam; proceeding to implement community-based rehabilitation in all communes, wards, and townships; districts, towns, and townships; provinces, and cities throughout the country; and being integrated into many social services other than medical facilities.
- All people have access to screening services, early detection, early intervention for disability, and essential rehabilitation techniques, tailored to their needs.
In addition, in the Program to develop the rehabilitation system for the period of 2023–2030, with a vision to 2050, there are other goals as follows:
- General objective
Ensuring that people with disabilities and people in need have access to quality, comprehensive, continuous, and equitable rehabilitation services, reduce disability rates in the community, contribute to the cause of caring for, protecting, and improving people's health, and ensure social security.
- Specific goals by 2030
+ Strengthening prevention of antenatal and neonatal disabilities, early detection and intervention of disabilities, reducing disability rates in the community, and ensuring that over 90% of children from birth to 6 years old are screened for early detection, disability early intervention; 90% of provinces and cities implement a community-based rehabilitation model.
+ Maintaining, consolidating, consolidating, and developing the network of rehabilitation facilities, ensuring over 90% of rehabilitation facilities (including: rehabilitation hospitals; rehabilitation centers, and rehabilitation departments of medical facilities) are maintained, consolidated, consolidated, and invested in development.
+ Improving the quality of rehabilitation technical services, striving for more than 90% of rehabilitation hospitals to achieve a quality level of good or higher according to the hospital quality assessment criteria of the Ministry of Health;
100% of hospitals, Orthopedic - Rehabilitation centers, and rehabilitation service providers under ministries and branches achieve the targets of professional and technical development and orthopedic and functional rehabilitation equipment. according to the master plan or plan approved by the competent authority.
+ Developing human resources for rehabilitation to reach a ratio of medical staff working in the field of rehabilitation of at least 0.5 people/10,000 people.
In order to ensure resources to implement the Program, the Prime Minister requested that training and vocational training institutions specializing in rehabilitation improve their capacity and quality and encourage private establishments to participate in training human resources for rehabilitation.
At the same time, strengthen continuous training, update knowledge and skills on rehabilitation for the team of rehabilitation medical staff in accordance with professional titles and employment positions.
