Content mentioned in Resolution 178/NQ-CP 2023 on Action Program to implement Conclusion 49-KL/TW on the development orientation of Vietnam's railway transport to 2030 and vision to 2045 issued by the Government.
The specific goals in the Action Program are set as follows:
**By 2025
- Complete regional planning, provincial planning, a 5-year land use plan (2021–2025), specialized technical railway planning, and general urban construction planning to concretize Conclusion 49-KL/TW and railway network planning for the period 2021 - 2030, with a vision to 2050.
- Strive to complete the approval of investment policies for high-speed railway projects on the North-South axis. Deploy the work of preparing investment policy proposals for newly built railway lines and urban railways with an investment roadmap before 2030.
- Continue to implement and complete projects to renovate and upgrade existing national railway lines for which capital sources have been identified in the medium-term investment plan 2021–2025.
**By 2030
- Strive to start construction of the North-South high-speed railway project in priority sections Hanoi-Vinh, Ho Chi Minh City-Nha Trang.
- Strive to start construction of a number of railway lines connecting international gateway seaports (Hanoi - Hai Phong, Bien Hoa - Vung Tau), international border gates (Hanoi - Lao Cai, Hanoi - Lang Son, Vung Ang - Tan Ap - Mu Gia), international airports (Thu Thiem - Long Thanh), the eastern belt railway of Hanoi hub (Ngoc Hoi - Lac Dao - Yen Vien - Bac Hong - Thach Loi), Ho Chi Minh City - Can Tho railway; invest in completing the Yen Vien - Pha Lai - Ha Long - Cai Lan railways.
- Strive to build and put into operation about 50% of the total length of urban railways planned in Hanoi and Ho Chi Minh City. Implementing the planning, depending on transport needs, research will be done to mobilize investment capital for a number of urban railway lines in large urban areas with a population of over 1 million people.
- Implement renovation, upgrade, and electrification of a number of existing national railway sections and routes to ensure traffic safety, improve exploitation efficiency, and implement the Framework Convention of the United Nations on Climate Change (COP26).
**By 2045
- Complete and put into operation the entire North-South high-speed railway.
- Completing the railway line in Hanoi City and Ho Chi Minh City hub areas; the railway connects with transport hubs with large traffic volumes (seaports, industrial parks, economic zones), Central Highlands provinces; coastal railway; trans-Asian railway.
- Complete the urban railway network in Hanoi city (with connection to the capital region) and Ho Chi Minh City by 2035; strive to complete a number of urban railway lines in urban areas with a population of over 1 million people.
- Strive to basically complete the renovation, upgrading, and electrification of existing railway lines, meeting COP26 requirements.
Thus, striving to start construction on the North-South high-speed railway project in the priority sections of Hanoi - Vinh, Ho Chi Minh City - Nha Trang in 2030.
The goal is to complete and put into operation the entire North-South high-speed railway by 2045.
