Regarding this issue, LawNet would like to answer as follows:

On February 27, 2024, the Prime Minister issued Decision 198/QD-TTg approving the Task of adjusting the General Planning of Pleiku City until 2045.

By 2045, Pleiku city to become a Class-1 urban in Gia Lai province of Vietnam 

By 2045, Pleiku city will be planned to become a type I urban area in the province, a dynamic urban area in the Central Highlands, with an important position in defense and security for the Central Highlands region and the whole country; Center of politics, administration, security and national defense, economics, culture, science - technology, education and training, industry, trade, and services of the province; and a nuclear urban area in the development triangle of Vietnam - Laos - Cambodia.

Economic, commercial, service, industrial, general service center, festival, and cultural center of the Northern Central Highlands region; Center for scientific research, education - training, and multi-disciplinary technology transfer at the Central Highlands level; National Center for Landscape Forest and Biodiversity Conservation; trade and service centers, exhibition fairs; regional culture - arts, fitness - sports, and entertainment centers; has an important position in defense and security for the Central Highlands region and the whole country.

In particular, the objectives of Pleiku City General Planning until 2045 include:

- Build the brand of Pleiku city—Green Highlands city for health; improve the material and spiritual lives of people; develop social infrastructure, urban technical infrastructure, and sustainable economic - social - environmental development.

- Effectively exploit and promote the potential and strengths of the Central Highlands region; promote international integration, especially in the development triangle of Vietnam - Laos - Cambodia, strengthen cooperation between localities in the region and the whole country to mobilize and use all resources well for rapid and sustainable development, gradually narrowing the socio-economic development gap compared to the whole country.

- Implement growth model innovation and economic restructuring towards reasonable development in both width and depth to build a highly competitive economy, using natural resources economically and effectively. Socio-economic development is associated with gradually implementing urbanization and modernizing the infrastructure network in the area.

- Orientation for developing Pleiku City towards a smart urban area associated with neighboring areas with a rapid urbanization rate. Urban development orientation applies the achievements of the 4.0 Industrial Revolution and the trend of digital transformation, building smart cities, and building model urban areas associated with building smart urban areas.

- Socio-economic development must be consistent with the distribution and level of development of the productive forces, ensuring balanced and harmonious development associated with the implementation of progress and social justice in each step of development; create more jobs for workers; achieve hunger eradication and poverty reduction, people's health care and social stability; pay attention to human resource development; preserve and promote the traditional cultural values of ethnic groups.

- Closely combine economic development with building and consolidating a strong grassroots political system; strengthen solidarity among ethnic groups, maintain political stability, social order, and safety.

- The long-term goal is to develop sustainable, modern urban areas with local identities, taking the quality of life of the community as the foundation,
The goal is to build Pleiku city into a city that is both rich in identity and modern, the political, economic, cultural, scientific, and technical center of Gia Lai province and the Central Highlands region.

- Continue to promote comprehensive development in all fields to ensure class I urban criteria. Sustainable development with appropriate spatial organization of economic and social activities; basically form an infrastructure system to ensure convenient connection with regions and territories nationwide and internationally; comprehensive socio-economic development; improve people's lives and make the ecological environment sustainable; national defense and security are guaranteed.

- Orientation for the period after 2045: Pleiku city has a population of about 700,000 to 1 million people, with an important position in the national urban system; has influence in the development triangle region of Vietnam - Laos - Cambodia, and Southeast Asia, acting as one of the main development centers of the Central Highlands region; and has great investment attraction and develops international cooperation in a number of fields.
