This is the content mentioned in Decision 218/QD-TTg dated March 4, 2024, on Approving Ninh Binh Provincial Planning for the period 2021–2030, with a vision to 2050 issued by the Prime Minister.
Specifically, the development goal to 2030 and vision to 2050 of Ninh Binh province are mentioned in Decision 218/QD-TTg in 2024 as follows:
(1) Development objectives and targets until 2030
** Target
Promoting all potentials, advantages, resources, and motivations to bring Ninh Binh province to development quickly and sustainably. By 2030, it will be a good province, with extreme growth among the southern provinces of the Red River Delta, basically meeting the criteria of a centrally run city with the characteristics of a millennium heritage urban area and creative city; one of the major centers with high brand value in tourism, cultural industry, and heritage economy of the whole country and Southeast Asia; a leading modern automobile mechanical industry center in the country; and basically forming a synchronous innovation startup ecosystem. The area is strong in defense and security. Building a clean, comprehensively strong Party and political system, economic development, a civilized society, and happy people.
** Specific targets
- Economic:
+ The average GRDP growth rate (at 2010 constant prices) in the period 2021–2030 reaches 9.2%.
+ GRDP per capita is about 200 million VND.
+ Structure of economic sectors in GRDP: Agriculture - forestry - fishery 5.3%; industry - construction 45.3%; services 38.3%; product tax minus product subsidy 11.1%.
+ Total social investment capital mobilized is about 38 trillion VND.
+ Urbanization rate reached 56.1%.
+ Digital economy accounts for over 30% of GRDP.
+ Striving for the cultural industry to account for over 10% of GRDP.
+ Striving to be one of the 10 provinces and cities with the highest per capita income in the country.
- Regarding society:
+ Strive for 100% of districts and cities to meet standards and complete the task of building new and advanced rural areas.
+ Percentage of public schools meeting national standards: preschool reached 100%, primary school (level 2) reached 90%, middle school reached 100%, and high school reached 100%; Rate of trained workers: 75%.
+ Unemployment rate in urban areas is below 2%/year.
+ The poverty rate (according to multidimensional poverty standards) is less than 2%.
+ Number of hospital beds and doctors per 10,000 people: 45 hospital beds and 13.5 doctors per 10,000 people.
- Regarding resources and environment:
+ Forest coverage rate reached 19.6%.
+ The rate of urban solid waste collected and treated according to standards and regulations reaches 95%; the rate of rural household solid waste collected and treated according to standards and regulations reaches 90%.
+ The rate of hazardous waste collected, transported, and treated according to standards and regulations reaches 90%.
+ The rate of industrial parks and industrial clusters with centralized wastewater treatment systems meeting environmental standards reached 100%.
+ The proportion of the urban population using clean water according to standards reached 98%; the proportion of the rural population using clean water according to standards reached 85%.
- Defence and security are maintained; political security, social order, and safety are guaranteed. Deep international integration and cooperation with countries in the region and around the world.
(2) Vision to 2050
- By 2035: Become a centrally run city with the characteristics of a millennium heritage urban area and a creative city; a large center with high brand value in tourism, cultural industry, and the heritage economy of the whole country and the Asia-Pacific region; a leading center in the country for modern transportation mechanical industry; and an innovative startup center in the southern provinces of the Red River Delta. The area is strong in defense and security. Building a strong, clean, and comprehensive Party and political system, economic development, a prosperous society, and happy people.
- By 2050: Be a civilized, modern, smart centrally run city with its own identity, on par with heritage urban areas and creative cities in the world; have a high position and brand value in the heritage network that holds the UNESCO title; be one of the leading localities in Vietnam; strive to achieve zero greenhouse gas emissions; exemplify innovative innovation; harness soft power in international integration, protect the environment; preserve natural landscapes; and adapt to climate change. The area is strong in terms of defense, security, political stability, economic prosperity, a prosperous society, and happy people.
